ETC Device Compliance & User Responsibilities

Everything you need to know about legally using your ETC card in Japan

Understanding ETC Setup Requirements

ETC devices in Japan are tied to the vehicle they are installed in. They store information such as:

  • The vehicle's license plate number
  • Vehicle classification (e.g., kei car, sedan, van)
  • Owner's name and registration ID

According to NEXCO’s official ETC setup guidelines, any change in these vehicle details—such as a license plate update, ownership transfer, or device removal—requires a reset of the ETC unit data at a certified shop. Using an ETC unit with outdated or incorrect data may result in:

  • Ineligible or incorrect toll discounts
  • Gate bar not opening
  • Penalties or invalid toll usage

Beware of Illegally Issued or Loaned ETC Cards

Some providers offer same-day ETC cards by loaning cards that are not legally registered to the customer or vehicle. This practice is a direct violation of NEXCO’s Terms of Use and the policies of the issuing credit card companies.

Using someone else's ETC card — even if it appears to work — is equivalent to using another person’s credit card. It may function temporarily, but it is not legal, and carries serious risks.

  • ETC cards are non-transferable and must be registered in your name or your company's name.
  • The card must be matched to your vehicle and registered with the official ETC mileage program to qualify for toll discounts.
  • Cards not properly registered may lose all mileage discounts, have toll records blocked, or lead to service suspension.
  • Repeated violations can result in termination of your ETC account or future ineligibility.

At JapanETCcard, we follow the legal process to ensure your card is fully compliant, registered to you, and eligible for all mileage and toll benefits.

Protect yourself—avoid services offering “quick” or “shared” ETC cards that bypass legal requirements.

IMPORTANT: Installing an ETC device does not guarantee legal compliance. It must be properly registered and matched to your specific vehicle. To qualify for mileage-based discounts, your ETC card must also be registered with the official mileage program.

At JapanETCcard, we take care of this entire process for you. We ensure your ETC card is:
  • Legally registered in your name
  • Properly linked to your vehicle
  • Activated for mileage discount benefits
Without proper registration, you will not earn mileage discounts. Cards registered under someone else’s name are not eligible. We guarantee that your ETC card will be fully compliant and discount-ready upon delivery.

When to Re-Setup an ETC Device

You must reset your ETC unit at a designated shop in any of the following situations:

  • You’ve changed your license plate
  • You sold or transferred the vehicle
  • You installed the unit into another car
  • You purchased a used ETC device

This ensures your ETC unit properly identifies your vehicle for toll classification and discount eligibility.

ETC Device Setup Certificate

After installation or reset, you'll receive a Setup Certificate. This document proves your ETC unit is legally linked to your vehicle. Always request this certificate when setting up or updating your ETC device. If you're renting or borrowing a vehicle, ask for a copy of this certificate.

What JapanETCcard Requires from You

To remain active and compliant with our service, you must:

  • Register at least one valid, active ETC-installed vehicle
  • Mark vehicles as “inactive” if sold or no longer in use
  • Upload shaken (vehicle inspection) paperwork when registering new vehicles
  • Ensure each ETC unit is properly reset and registered to the correct vehicle

We reserve the right to suspend your ETC card if no valid vehicle has been used in the past 60 days and no replacement has been registered.

FAQ (Frequently Asked Questions)

Can I use my ETC card in a friend’s car or rental car?

Yes, as long as the ETC unit in that vehicle is legally registered to that specific vehicle. Always confirm setup compliance before use.

What happens if the ETC device is not registered correctly?

The toll gate may not open, discounts may not apply, and you may face penalties. Accurate setup ensures smooth toll processing.

Does a used ETC unit need to be reset when changing vehicles?

Yes. Always re-setup a used unit at an authorized dealer (e.g., Autobacs, Yellow Hat). It must match the new vehicle’s license plate and registration.

Can I move an ETC device from a kei car (軽自動車) to a standard car?

No. Kei cars and standard cars have different toll classifications. Moving devices across categories is prohibited and may result in incorrect tolls and penalties.

Can rental car ETC units sometimes be non-compliant?

Yes. While major agencies ensure compliance, smaller providers might not. Always request proof of ETC registration before using your card.

What happens if the gate doesn’t open?

This typically means there’s a mismatch in ETC registration. You may need to reverse and manually pay. Repeated issues may lead to account suspension.
