I found about this ETC Card researching on the internet about how I could have one without a Japanese credit card. It was my first year living in Japan, so obviously I didn't get approved in any credit card, so no ETC Card too. With this service I could get an ETC Card easy to use, although it has some fees (the ones that you request with the credit card doesn't have those fees). But it was the best option at the moment, I used it for more than 1 year with no problem. For the payment, I used the Vandle Card app that acts like a credit card but is actually like a pre paid card that you charge at konbini.
